Ms. Joyce Okoree is currently the Director, Certification Directorate of the Ghana Standards Authority (GSA), Until recently, she was the Director of the Standards Directorate, a position she has held since 2019. She holds a B.Sc. (Hons) Degree Food Science and Nutrition from the University of Ghana Legon, Accra and an Executive Masters in Business Administration (EMBA), Project Management option from the University of Ghana Business School.

 

She is a results-driven Food Scientist with over Twenty-Nine (29) years’ experience in the fields of Standardisation, Conformity Assessment and Food Safety.

 

Her working experience over the years includes working in the Ghana Standards Authority Food and Agriculture laboratories in various capacities; inspections to ensure compliance of goods at the entry points, ensuring public and private sector participation in standardization activities and increasing the awareness and usage of National standards in industry and commerce and regulatory compliance. She has several years of experience in developing and implementing food safety systems, ensuring compliance with standards and regulations and market surveillance activities. Provided training for industry, including Small and Medium Enterprises (SMEs) in the requirements of standards as well as export and import requirements. Provided training in Good Standardization Practices. In her previous role as the Codex Contact Point Manager, she was the liaison between Ghana and the Codex Alimentarius Commission coordinating food standards development in Ghana’s priority committees. She has been directly involved in the implementation of the WTO TBT Agreement Transparency obligations at the national level through Ghana’s WTO TBT National Enquiry Point (NEP) and National Notification Authority (NNA).

 

She has played a key role in National Standardization activities, including the development of National Standards and the adoption of Regional and International standards. Coordinated Ghana’s participation in Regional; Africa Organization for Standardization (ARSO), ECOWAS Harmonization Model (ECOSHAM) and International Organization for standardization (ISO) standardization activities.  She was a member of the ECOSHAM Technical Management Committee and GSA’s Implementation Committee for the Africa Continental Free Trade Area Agreement (AfCFTA). In her current role, as Director, Certification, she is responsible for the coordination of the activities under Product Certification, Management Systems Certification and Industrial Support. She is a member of the Cement Manufacturing Development Committee (CMDC) and the Secretary for the National Committee of the International Electrotechnical Commission. She has participated in National, Regional and International trainings, conferences and meetings in Standardization, Good Regulatory Practices, Management Systems Standards, WTO TBT provisions, National Quality Infrastructure, Organic Certification, ISO, ARSO, IEC Annual General Meetings among others.
